The "Phase 2" of the reform will focus on arcades, bingo halls, casinos and retail betting networks.

The Problem with the Current Patchwork

Physical gaming in Italy is governed by a confusing mosaic of national, regional and local rules that frequently contradict one another. Minimum distances from sensitive locations vary significantly from municipality to municipality. This fragmentation creates uncertainty for operators and enforcement difficulties for ADM.

What Phase 2 Entails

The main lines include: uniform national minimum distances from sensitive locations, an ADM certification system for all physical gaming outlets, and standardised operating hours on a national basis. Italy's four land-based casinos will be covered by a specific chapter of the reform.

Timeline and Obstacles

Phase 2 is expected in 2026, but negotiations between central government, regions and municipalities are already complex. A realistic estimate puts the completion of the process at the end of 2026 or early 2027.
