Having completed the online gaming reform with the new ADM concessions, the Italian government is preparing to tackle the most complex chapter of sector regulation: physical retail gaming. The government led by Giorgia Meloni is working on a legislative decree that would for the first time establish uniform national rules for slot machines in bars, tobacconists, bingo halls, and other commercial premises hosting gaming equipment.

The Problem with the Current Patchwork

Today, the regulation of physical gaming in Italy is a patchwork of national, regional and local rules that frequently contradict each other. Some regions have imposed strict bans on slot machines, while others have adopted a more permissive approach. Minimum distances from sensitive locations vary significantly from one municipality to another, creating uncertainty for operators and unequal treatment for players.

What the Reform Entails

Negotiations between central government, regions and municipalities are still ongoing, but the main lines of the reform include: establishing uniform national minimum distances from sensitive locations; an ADM certification system for retail outlets; and the definition of standardised operating hours for gaming equipment.

When Will It Come Into Force

No implementation date has been confirmed. Industry experts estimate the decree is unlikely to be operational before the end of 2026 or early 2027.
