Romania is one of the most dynamic online gambling markets in Central and Eastern Europe. A report by Regulus Partners values the market at €1.1 billion in net revenues, with a compound annual growth rate of 13% for the 2023-2026 period.
What Is Driving Growth in the Romanian Market
Several structural factors explain the high rate of growth. The rapid penetration of smartphones and high-speed internet has democratised access to online platforms across the country. A strong sporting culture fuels sports betting, which dominates the Romanian market with a share of approximately 58%.
International Operators Rushing In
Evoke (formerly 888 Holdings) signalled a strategic reorientation towards Romania through the acquisition of Winner.ro in 2024. Superbet continues to invest heavily. Betano, Unibet and NetBet are all active in the local market. Kambi Group formalised a long-term agreement with Superbet for sportsbook.
Market Outlook
Although the growth fundamentals remain solid, the industry is navigating a period of uncertainty: the GGR increase to 27%, institutional uncertainties at ONJN, decentralisation proposals and advertising restrictions.
